Andrew has worked for the City of Lodi since 2017. Prior to his appointment as Interim City Manager in October 2023, he served as Assistant City Manager and Deputy City Manager. During his tenure, he has led efforts to dramatically improve customer service outcomes by modernizing infrastructure and promoting lowest level decision making, saved rate and tax payers over $3 million annually in debt refinance savings, negotiated the first 40/60 (City/County) split of property tax revenue for new annexations in San Joaquin County, improved City financial forecasting efforts, shored up reserve accounts and reduced long term liabilities, and negotiated two successive multi year labor agreements for the first time in decades by enhancing transparency in the bargaining process.

Prior to Lodi, Andrew worked for the City of Elk Grove for 10 years beginning as a Finance Analyst and progressing to Revenue Manager, Accounting Manager and Budget Manager before serving for a year as Interim Deputy City Manager. Andrew has worked in or for local governments as a consultant for nearly 20 years, having also worked as a Municipal Advisor in the private sector. Andrew has a Master's degree in Business Administration and a Bachelor's degree in International Relations both from University of California, Davis.
