Enforcement Procedures & Penalties

Enforcement procedures and penalties for water wasting were updated and adopted by City Council on November 18, 2015 as described in the Lodi Water Conservation Ordinance Sections 13.08.250 and 13.08.280. These have been effective since December 18, 2015. Enforcement of water waste violations within 12 months of the prior violation are as follows:

Violation Penalty
First Water Waste A mailed written notice (warning) requiring corrective action is sent to the resident/owner. 
Second Water Waste  A $35 charge to be added to next utility bill. 
Third Water Waste A $75 charge to be added to next utility bill. 
Fourth Water Waste A $200 charge will be added to next utility bill. 
Fifth Water Waste A $500 charge will be added to next utility bill. The City may also require installation of a water meter and/or water restrictor at the user’s expense.
Subsequent Water Waste The property is subject to a water service disconnection. Prior to reconnection, the City will require payment of all outstanding utility charges, fees, penalties, and surcharges in addition to a reconnection charge.
