The Public Works Department strives to operate, preserve, and enhance the City's physical infrastructure and transportation systems.  The Department provides a variety of community services including the repair, rehabilitation and general upkeep of City streets, trees, sidewalks, and City structures.  We operate and maintain the City's Drinking water system, Wastewater Treatment Plant, sanitary sewer, and storm drain systems and we ensure that the City has an adequate inventory of safe and efficient motorized fleet.

Charlie began his tenure with the City in 2001 as Senior Civil Engineer, was promoted to Water Services Manager in 2006, then Deputy Director of Utilities in 2010, where he oversaw wastewater collection and treatment, water production and distribution and street maintenance. 

In 2012, Swimley was promoted to City Engineer until his appointment to Public Works Director in April 2016. Mr. Swimley, a registered civil engineer since 1994, earned his Bachelor of Science degree from California State University, Sacramento.
