SECTION 1:                                        PURPOSE

 

                                                            The City encourages and promotes training opportunities for all of its employees to insure that the services they render for the City may be made more effective. The purpose of this policy is to develop maximum efficiency in the performance of official duties through the provision of employee training in their official duties and by assisting them in the fulfillment of their broad duties and responsibilities.

 

                                                            The City’s training philosophy is designed to:

 

                                                            A.        Promote an operational philosophy of workers as the City’s most important resource and hence supports life long learning for all employees;

 

                                                            B.         Provide a fully supported education and development program based on the business needs of the City;

 

                                                            C.        Help City employees develop and enhance their skills and abilities to meet the numerous functions and responsibilities relating to their jobs and to provide opportunities for career development and upward mobility.

 

                                                            D.        Support the values of improving flexibility, quality, diversity, empowerment, efficiency/effectiveness and organizational support.

 

 

SECTION 2:                                        AUTHORITIES

 

                                                            The City’s training program shall be a cooperative approach to continuous organizational and individual improvement.  The Personnel Director shall assist Department Heads in meeting the training needs of the employees in their departments, and in cooperation with Departmental Heads, shall encourage the development of departmental and interdepartmental training programs designed to meet training needs and to prepare employees for promotion to positions of greater responsibility.

 

 

SECTION 3:                                        ORIENTATION OF NEW EMPLOYEES

 

                                                            The Personnel Department shall familiarize new employees with the nature of the City’s benefit plans and employment policies and procedures as mandated by law.

 

                                                            Department Heads or their representatives should familiarize new employees with their obligations and rights and also inform them of the function of City government and the goals and mission of the City of Lodi.  The Personnel Department shall assist other departments with orientation of new employees and shall provide for a City-wide employee orientation program.

 

 

SECTION 4:                                        TIME OF TRAINING PERIODS

 

                                                            This training shall be considered as an integral part of the activities of each of the departments and ample time during working hours shall be permitted for this purpose.  Training periods may be conducted either before, during or after regular working hours.  Attendance by employees at training sessions conducted other than during regular working hours shall be voluntary, unless otherwise directed by the Department Head. Training sessions conducted during regular working hours should be arranged so as to minimize interference with work schedules.
