SECTION 1:                                        CITY VEHICLE/DEPARTMENT HEAD PARKING

 

                                                            Reserved Spaces - Five stalls in the parking lot east of the City Hall building are reserved for the City Attorney, City Clerk, Personnel Director, Community Development Director and Public Works Director.  Six covered stalls in the parking lot between City Hall and the Public Safety Building for the Parking Enforcement scooters, Council van, Public Works survey van, , Police Chief, Police Captain and Building Maintenance.  Two stalls in the Courthouse public parking west of the Public Safety Building for the Clerk of the Court and Municipal Court Judge.  In order to provide the maximum use of available parking in the Civic Center area, the persons assigned to these reserved stalls should designate another employee to use their stall in their absence.  Additional stalls may be designated for special purposes (i.e., electric vehicle recharging, United Way “prize,” etc.

 

                                                            Emergency Vehicle Parking Stalls - Five stalls on the south side of Elm Street west of Church Street (four stalls for emergency vehicle and vehicle inspection parking; one stall for emergency vehicle parking).

                                                           

                                                            Civic Center Based Vehicles - Civic Center-based vehicles shall be parked in the stalls marked "City vehicle" or in the Civic Center permit parking lot at 207 West Elm Street.  If parking in these areas is not available, the vehicle should be parked in the two-hour area on the north side of Pine Street, between Church Street and the westerly boundary of the Carnegie Forum property.  Only after exploring these options may the City vehicle be parked in the City employee permit parking lots.  City vehicles assigned to Inspectors, Meter Readers and Account Collectors may be parked for short term (two hours maximum) in the designated areas along the north side of Pine Street without first looking in the parking lot for "City vehicle" stalls.  City vehicles shall not be parked in the visitor/business parking stalls on the east side of the City Hall building during business hours.

 

                                                            Department Heads who use their personal vehicle in lieu of a City vehicle are permitted to park in stalls designated for "City vehicle" or in the City employee permit parking lots (with valid parking sticker).  Department Heads shall not park their personal vehicles or City vehicles in "reserved" parking stalls assigned to others unless authorization is received.

 

                                                            Non-Civic Center Based Vehicles - City vehicles from departments or divisions not based at the Civic Center shall be parked in the "City vehicle" stalls, in the Civic Center permit parking lot at 207 West Elm Street, or on the north side of Pine Street in front of City Hall and Carnegie Forum (up to two hours). City employee permit and the visitor/business parking stalls should not be used.

 

                                                            Non-Emergency Fire Department Vehicles - The fire response vehicles shall be parked in the Civic Center permit parking lot at 207 West Elm Street or in the reserved on-street parking stalls on Elm Street west of Church Street.

 

                                                            Police Department Vehicles - Police vehicles shall be parked in the stalls marked "Police Vehicle."  If no "Police Vehicle" stalls are available, Police vehicles may be parked in the "City Vehicle" stalls or the Civic Center Parking permit parking lot at 207 West Elm Street.  Only if parking in these areas is not available may the Police vehicle park in the City employee parking lots east of the City Hall and Public Safety buildings.  Motorcycle parking is permitted in the designated area on the south side of Elm Street west of Church Street,  in the motorcycle parking area located under the canopy adjacent to the Building Maintenance Shop or any "Police Vehicle" stall.

 

                                                            City Vehicles Stored at MSC - Miscellaneous City vehicles periodically used, such as motor pool vehicles and radar and robot trailers, shall be stored at the MSC.

 

 

SECTION 2:                                        CITY EMPLOYEE PARKING (Personal Vehicles)

 

                                                            All Employees - Employees are eligible for parking stickers for their personal vehicles from the Finance Department.  When properly displayed, these stickers are valid in the City employee permit parking lots east of the City Hall and Public Safety buildings, the Zone B permit parking area in City Lot 5 (northeast corner of Elm Street and Church Street), the two-hour or Zone B permit parking areas on the west side of Church Street, between Elm Street and Pine Street, and the Civic Center permit parking lot at 207 West Elm Street.

                                                            All-day parking is also allowed in the Courthouse public parking lot (west of Public Safety Building) and any all-day, on-street parking locations.  While on the job, City employees' personal vehicles shall not be parked in the visitor/business parking stalls on the east side of the City Hall building during business hours.  Employees are not to park in any two-hour parking zones.  Motorcycle parking is permitted in the motorcycle parking area located under the canopy adjacent to the Building Maintenance Shop.

                                                            Fire Department Employees - Fire Department employees may also park their personal vehicles all day in the two parking stalls marked "Fire" located in the parking lot immediately south of the Fire Department.  These vehicles shall be moved when Fire or Police vehicles need to be washed.

 

 

SECTION 3:                            MISCELLANEOUS/JURORS PARKING

 

 

                                                            Court Employees - Court employees should continue to park in the Courthouse public parking lot (west of the Public Safety Building) and in any all-day, on-street parking location.

 

                                                            Special Visitor - Temporary parking permits are available for special visitors (oral boards, auditors, etc.) from the Department Secretaries.  These permits are valid in the City visitor parking area and Zone B permit parking area in City Lot 5 and the Civic Center permit parking lot at 207 West Elm Street.

 

                                                            Loading and Unloading of Supplies - Loading and unloading of supplies may be performed adjacent to the rear of City Hall and adjacent to the entrances at the Public Safety Building.

 

                                                            Juror Parking - Temporary parking permits are available for prospective jurors.These permits are available from the Court and are valid only in the Zone B permit parking area in City Lot 5 and the Civic Center permit parking lot at 207 West Elm Street.

 

 

SECTION 4:                                        ENFORCEMENT OF PARKING VIOLATIONS

 

                                                            Parking violations will be enforced in these areas.  All parked vehicles found in violation of this Policy or the California Vehicle will be cited.  City vehicles ("E" plates) are not exempt from these restrictions.  The person operating the vehicle, whether it be a personal vehicle or City vehicle, will be responsible for payment of the fine.  If payment is not received, or if the employee is repeatedly in violation, disciplinary action may be taken.
