SECTION 1:                                                    PURPOSE

 

                                                                        The City of Lodi's Injury and Illness Prevention Program is designed to prevent injuries, illnesses and accidents in the workplace.  The primary purpose of the Program is to ensure the safety and health of City employees and provide a safe and healthy work environment.

 

 

SECTION 2:                                                    POLICY

 

                                                                        The City of Lodi is firmly committed to maintaining a safe and healthy working environment.  To achieve this goal, the City of Lodi has implemented a comprehensive Injury and Illness Prevention Program.  The program is designed to prevent workplace accidents, injuries, and illnesses.  A complete copy of the program is maintained in the City Manager's Office and is available for review.  Portions applicable to specific worksites and job duties are provided to every employee; additional copies are available in each Department.

                                                           

 

SECTION 3:                                                    HOUSEKEEPING

 

                                                                        Good housekeeping is an integral part of any effective safety program.  Keeping work areas neat and clean reduces the chances of accidents and injuries.  Well organized work areas also increase the ability of employees to perform their jobs efficiently.  Each employee is responsible for keeping his or her work area neat and orderly.  Housekeeping inspections will be conducted in each department on a regular basis.

 

SECTION 4:                                                    ADMINISTRATORS

 

                                                                        The Injury and Illness Prevention Program will be administered by the following:

 

                                                                        A.        Program Administrator:  Responsible for the overall implementation and maintenance of the City's Injury and Illness Prevention Program.  The Program Administrator's duties include, but are not limited to the following:

 

                                                                        (1)        Maintaining a health and safety training program designed to instruct employees in general safe and health work practices;

 

                                                                        (2)        Ensuring that Program Managers and supervisors are trained in workplace safety and are familiar with the safety and health hazards to which employees under their immediate direction or control may be exposed, as well as applicable laws, regulations and City safety rules and policies;

 

                                                                        (3)        Ensuring that employees are trained in accordance with the Injury and Illness Prevention Program;

 

                                                                        (4)        Ensuring that methods are developed for abating workplace hazards;

 

                                                                        (5)        Encouraging employees to report hazards, anonymously or otherwise, at the worksite without fear of reprisal.

 

                                                                        B.         Program Managers:  Multiple Program Managers are assigned to assist in implementing the Program.  The Program Managers are identified in each Department dependent upon the safety and supervisorial roles which are currently being accomplished by these individuals.  The Program Managers are members of the City-wide Safety Committee.  The Program Managers may delegate inspection and reporting duties to on-line supervisors as described in the Injury and Illness Prevention Program.  The Program Managers' duties include, but are not limited to the following:

 

                                                                        (1)        Ensuring that workplaces are inspected and evaluated for hazards on a continuing basis;

 

                                                                        (2)        Ensuring that training and inspection records are maintained;

                                                                        (3)        Ensuring that workplace hazards are abated in a timely and effective manner.

 

                                                                        C.        Employees:  All employees of the City of Lodi are responsible to practice safe work habits, to assist in keeping work areas clean and hazard-free, and abide by all City and other regulatory safety rules and regulations.  It is the responsibility of employees to report (anonymously or otherwise) any identified hazards in the workplace to his or her supervisor, or to the Program Administrator.

 

 

SECTION 5:                                        REPORT OF UNSAFE WORKING CONDITIONS OR HAZARDS

 

                                                            Employees are encouraged to report any unsafe working conditions or hazards to their supervisors, or through the anonymous reporting system as established by the City-wide Safety Committee.  The City will mitigate known unsafe conditions at the worksite within 10 days of receipt of the notification, or will take actions to alleviate the problem as soon as practical.  Employees will be apprised of the unsafe work condition, to reduce the risk of injuries, until such time as the problem can be eliminated.

 

 

SECTION 6:                                        BLOODBORNE PATHOGEN EXPOSURE

 

                                                            Any employee exposed to bloodborne pathogens from potentially infectious materials during the course of his/her duties, shall receive a confidential medical evaluation and follow-up.  In the event of possible exposure, the affected employee must immediately notify his/her supervisor and safety committee Program Manager.
