SUBJECT: : CONFLICT RESOLUTION - Policy

SECTION 1: PURPOSE
The
intention of this policy is to promote the resolution of internal conflicts
through attainment of the following objectives:
A. To ensure full communication between the
City and its employees by providing a reasonable method of resolving disputes.
B. To assure the employee of a prompt and
fair discussion on the issue involved.
C. To provide that complaints are settled
as near as possible to the point of origin.
D. To encourage the prompt resolution of
problems and complaints.
E. To enable employees to make their
complaints known by orderly processes.
F. To provide that complaints are heard
and settled informally.
This
policy and its procedure are not intended to create any new rights on the part
of any employee to any additional grievance procedure, nor to conflict with or
replace any existing appeal procedure contained in any memorandum of
understanding, city policy or other existing rules or regulatory documents.
SECTION 2: ENFORCEMENT
Retaliatory
or discriminatory action for using this policy and its procedure, or discrimination
in the application of a rule or policy is prohibited.
SECTION 3: APPLICABILITY
This
policy and its procedure applies to all employees for whom interpersonal
conflict has arisen during the course of the performance of his/her duties.
This
policy does not apply to the following:
A. Any action having a specified appeal
process.
B. Items which require capital
expenditures.
C. Items subject to the meet-and-confer
process as defined in the California Government Code.
D. All City rights reserved in the City's
employer-employee relations resolution.
E. All forms of illegal discrimination.
F. Grievance concerning the application or
interpretation of the memorandum of understanding.
