Benefits of Sending Communication to Entire City Council as a Legislative Body Please note that when you send correspondence or an e-mail to the entire City Council as a body (rather than an individual member) it will be: 1) forwarded immediately to the Mayor and each Council Member; 2) forwarded to the City Manager, City Attorney, and affected Department Head(s) for information, referral, or handling; and 3) a response will be sent to you from the City Clerk verifying receipt of your message and indicating when, and who, your message was forwarded to.

 

California Government Code, Section 6252 (e) "Public records" includes any writing containing information relating to the conduct of the public's business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics.  Section 6252(g) "Writing" means any handwriting, typewriting, printing, photostating, photographing, photocopying, transmitting by electronic mail or facsimile, and… any record thereby created, regardless of the manner in which the record has been stored.

JOANNE MOUNCE, MAYOR, was elected to the Lodi City Council in November of 2004.  Ms. Mounce received an Accounting Certificate from South Lake Tahoe Community College and her Associates Degree with Honors from San Joaquin Delta College.  With over 23 years of accounting experience, she owned and operated a accounting service specializing in payroll services and business development.  Ms. Mounce currently works with Dougherty CPAs, Inc., a prominent Stockton certified public accountant firm.  As the firm's Manager, she leads the company's Client Services Department, as well as provides direction to future growth and development.  Ms. Mounce is a third generation Lodian and has been a long-time advocate of the aging areas of Lodi.  For enjoyment, JoAnne volunteers for many community organizations.

LARRY D. HANSEN, MAYOR PRO TEMPORE, was elected to the Lodi City Council in November 2002 and has previously served as Mayor of the City.  Mr. Hansen is a United States Navy veteran and obtained his Master of Public Administration degree in 1993 from CSU, Stanislaus.  He is also a graduate of the FBI National Academy and the California Command College and holds a lifetime vocational teaching credential.  Mr. Hansen has had a 30-year career with the City of Lodi Police Department.  He was hired as a police officer in 1970 and was appointed as the Chief of Police in May 1993, from which he retired in July 2000.  In his tenure as Chief, the crime rate was reduced to its lowest level in a decade and many programs were implemented that saved the City time and money.

SUSAN HITCHCOCK, COUNCIL MEMBER, was elected to the Lodi City Council in November of 1998, re-elected in 2002, and has previously served as Mayor and Mayor Pro Tempore of the City.  Ms. Hitchcock received a Bachelor of Science in Business Administration from California State University at Sacramento in 1979 and a teaching credential in 1991. She also received a Masters of Arts in School Administration and an Administrative Services credential from University of the Pacific in 1997. Ms. Hitchcock worked as a commercial loan officer for eight years before becoming involved in volunteer activities and local government. She spent a year on the San Joaquin County Grand Jury and received an appointment to the City of Lodi Planning Commission in 1982, where she served until 1995. She has been employed by the Lodi Unified School District since 1991 and is currently the Principal of Clairmont Elementary School.

BOB JOHNSON, COUNCIL MEMBER, was elected to the Lodi City Council in November of 2004 and has previously served as Mayor and Mayor Pro Tempore of the City.  Mr. Johnson has a BA degree in Journalism from St. Bonaventure University.  He served for several years in the United States Marine Corps attaining the rank of Captain.  He is a Vietnam veteran.  Following his military service, Mr. Johnson was employed for more than 20 years in the financial industry in a variety of marketing and management positions in New York, Los Angeles, and San Francisco.  Most recently, he has been a self-employed real estate appraiser in the Central Valley.  Since moving to Lodi, Mr. Johnson has been an active volunteer in the community.  He has served as President of the Lodi District Chamber of Commerce and has been a Parks and Recreation Commissioner for 16 years.

PHIL KATZAKIAN, COUNCIL MEMBER, was elected to the Lodi City Council in November 2006. Mr. Katzakian is president and co-owner of Lodi Printing, an 83-year-old business owned by the Katzakian family since 1948. Mr. Katzakian attended San Joaquin Delta College and California State University, Sacramento, before being hired by Lodi Vintners, a Lodi-area winery. He spent five years with the company, eventually becoming General Manager, before leaving to open an automotive repair business. After five years, Mr. Katzakian joined Lodi Printing.
