Groundbreaking Event Kicks Off SR 99/Turner Road Interchange Improvement Project

Ground Breaking

The City of Lodi marked a major milestone by breaking ground for the State Route and Turner Road Interchange Project on Wednesday, October 26.

The groundbreaking event initiated the beginning of the construction of the highly anticipated project that will improve access to multimodal transportation, including cars, bicycles, and pedestrians. The project will reconstruct the Turner Road southbound on- and off-ramps to State Route 99 and Cherokee Lane between East Turner Road and Pioneer Drive, including signal improvements and a roundabout at the intersection of South Cherokee Lane and the SR 99 southbound off-ramp. These improvements will allow for two-way traffic on Cherokee Lane between Pioneer Drive and East Turner Road as well as bicycle lanes and sidewalks.

The groundbreaking event featured speeches from Dennis Agar, Caltrans District 10 Director; Robert Rickman, San Joaquin District 5 Supervisor, and San Joaquin Council of Governments (SJCOG) Chairman; Doug Kuehne, Lodi City Council Member and SJCOG Board Member; and Mark Chandler, Mayor of Lodi.

Once ground is broken, the construction phase of the project is expected to be completed by the Fall of 2024.

The SR 99/Turner Road Interchange Improvement Project is funded by a combination of the Local Partnership Program (LPP), Highway Improvement Program (HIP), Measure K, and R Statewide Transportation Improvement Program (STIP) funds.

“Lodi’s project at State Route 99 and Turner Road is an example of a Measure K investment to enhance safety and mobility for county residents and businesses,” said Robert Rickman. “Partially funded by Measure K, the half-cent sales tax administered by SJCOG to fund transportation improvements in San Joaquin County, this project will be instrumental in boosting accessibility to Cherokee Lane, Turner Road, and Lodi businesses. Lodi City Councilmember Doug Kuehne sits on the SJCOG Board and along with other board members helped to realize this investment in the Lodi community and the San Joaquin region.”

Project teams from San Joaquin Council of Governments (SJCOG) and Caltrans joined the City of Lodi and its partners for the groundbreaking the morning of Oct. 26, 2022.
